Routine security check led to the arrest

On Friday, January 9, 2026 at approximately 9:30PM, Patrolman Colton Fox was conducting routine security checks on Madison Hilltop businesses. Fox located a male walking near the back doors of a business in the 400 block of Clifty Drive.
Patrolman Fox began speaking to the male and learned he was on supervised release for possession of methamphetamine. As Patrolman Fox continued to speak to the male, he fled from officers on foot. The male, identified as Robert H Bartlett, 43 of Hanover was apprehended after a short foot pursuit. Bartlett was found to be in possession of over 12 grams of methamphetamine. Through further investigation, Officers learned that Bartlett intended to deliver the methamphetamine to another person.
Bartlett was booked into the Jefferson County Jail on the charges of possession of methamphetamine, a level 4 felony, dealing in methamphetamine, a level 2 felony, and resisting law enforcement by fleeing, a class A misdemeanor.
Criminal charges are accusations, and Bartlett is presumed innocent unless otherwise proven guilty in a court of law.
